This is very close to Martin Luther King Jr's comment in his letter from Birmingham Jail. That comment is "One has not only a legal but a moral responsibility to obey just laws. Conversely, one has a moral responsibility to disobey unjust laws."
To be more accurate, it's apocryphal. It doesn't appear until the last decade or so. This means it's recently made up, Jefferson never said it.
